Contract Purchasing

Sourcewell, formerly known as NJPA, was authorized by state law as an Educational Cooperative Service Unit (Service Cooperative #942) to serve education and government entities with solutions, as outlined in Minn State, 123A,21, which are more efficiently delivered cooperatively than individually. For over 40 years, Sourcewell has helped government, education and nonprofit agencies operate more efficiently. We help them save time and money with contract purchasing solutions that are solicited nationally.


NPPGov serves a variety of Government and Nonprofit organizations. Public Safety GPO and Law Enforcement GPO are programs of NPPGov with contracts that focus on Fire/Rescue and Law Enforcement members’ needs. All members have access to a broad range of publicly solicited contracts along with individual discount programs and negotiated contracts for below threshold purchases.

COSTARS is the Commonwealth of Pennsylvania’s cooperative purchasing program and serves as a conduit through which registered and eligible Pennsylvania local public procurement units (LPPUs) and Pennsylvania state-affiliated entities (together “Members”) are able to leverage contracts established by DGS to cost-effectively and efficiently identify suppliers with whom to do business. The goals of this program are:
- To encourage, expand, and facilitate the opportunities for Members to achieve procurement savings and the best value through an interactive partnership with the Commonwealth.
- To provide increased opportunities for Suppliers of any size to participate and compete for Members’ business.
- To provide contracts with competitive pricing.
As part of the Department of Administrative Services, the Offices of Procurement Services provide a centralized procurement service to all State and Local Agencies as well as support to all State Suppliers.
The Cooperative Purchasing Program allows local governments and political subdivisions to acquire various goods and services from participating State contracts. There is No Fee to participate in the program!
Once membership is approved, it will be perpetual, with no requirement for annual renewals.
